ABSTRACT A THEOLOGICAL ANALYSIS OF USURY AND ITS USE BASED ON LEVITICUS 25: 35-37 IN THE PADANG SIDIMPUAN CHURCH, NORTH SUMATERA Kaleb Yakobus Manonga NIM: 1311004 Leviticus 25:36 stated that the meaning of usury is interest. “Take thou no usury of him or increase; but fear thy God; that thy brother may live with thee.” It was found that there are scriptures that tell positively about receive interest: “Unto a stranger thou mayest lend upon usury; but unto thy brother thou shalt not lend upon usury: that the LORD thy God may bless thee in all that thou settest thine hand to in the land whither thou goest to possess it.” (Deuteronomy 23:20). In the book of Deuteronomy 23:20, there is exception, where from the stranger may be taken the usury, “Unto a stranger thou mayest lend upon usury; but unto thy brother thou shalt not lend upon usury: that the LORD thy God may bless thee in all that thou settest thine hand to in the land whither thou goest to possess it.” Based on the background above, there are things that must be discussed through the verse that was written by Moses in the book of Leviticus 25:35-37 such as: how can we help the poor and treat them fairly. Thus, some questions appear that will be discussed in this verse. Is it allowed to lend money to people beyond the limit? What is the meaning of usury in the Bible? What is the religious view of usury? What is the congregation's perception of usury? What is the true concept of usury according to the Bible? In the book of Matthew 25:27-29 and Luke 19:23, Jesus Christ implicitly explained that he does not forbid lending the money, though this passage actually speaks of talent. “Thou oughest therefore to have put my money to the exchangers, and then at my coming I should have received mine own with usury. Take therefore the talent from him, and give it unto him which hath ten talents. For unto everyone that hath shall be given, and he shall have abundance: but from him that hath not shall be taken away even that which he hath.” Benjamin Nelson carefully discusses the words “Interest and Usury”. Interest comes from the Latin word, ‘interesse’. Usury comes from the Latin word ‘usura’. The problem is that theologians and church law use both words as two different types. Interesse, in particular, is allowed and Usura is prohibited. The meaning of interest is interest in money that is still in the fair category, according to the ratio of the cooperative, BPR or from the Bank, the interest rate is not more than 10 or 15% even there are only 3 to 4%. According to Bank Indonesia's website, interest rates in Indonesia vary, and for Bank Mandiri, a Bank with a large number of customers in Indonesia, its corporate credit is 10% and for retail loans is 12%. Based on the results of field research conducted, the researcher concluded that overall members of the Padangsidimpuan congregation, North Sumatra, have a good understanding of the biblical view of usury. However, for the concept of religious views on usury and the right concept of usury, members of the church Padangsidimpuan, North Sumatra got a doubt. Keywords: Interest, Usury
